Why Language Fluency and In-Person Support Matter
This report draws on more than 490 intake interviews with Los Angeles small business owners conducted through LEEAF’s Economic Mobility Initiative. It explores how language fluency affects access to services, showing that entrepreneurs who are not fluent in English are far more likely to prefer in-person support, while English-fluent business owners are more likely to choose online or hybrid formats. The findings highlight why equitable business programs must offer both language access and flexible participation options.
