Rebuilding Trust: Listening to the Businesses of Los Angeles County

Based on interviews with more than 120 small business owners across Los Angeles County, this LEEAF action research report explores why many entrepreneurs distrust government-funded support programs. Business leaders described confusion about program value, fear of scams, negative past experiences, and cultural barriers. They also offered clear solutions: relationship-based outreach, in-person communication, transparent information, and consistent follow-through.
